DC reviews MSDP projects
BOMDILA, Dec 29: Taking stock of the Rural Housing Schemes, Sub Health Centres, additional classrooms and Anganwadi centres being constructed under the Multi Sectoral Development Programme (MSDP) in a review meeting yesterday, deputy commissioner Rinchin Tashi reiterated on the need of close monitoring and expediting the project works.
Though satisfied with the way the MSDP projects in the district are taking shape, the DC said that some of the projects seem to be lagging behind and the concern executing agency needs to facilitate momentum for timely completion.
He also stressed on the need to submit photographs of the works executed and timely submission of the Utilization Certificates (UC) to Director Social Welfare, Government of Arunachal Pradesh for onward submission to the Ministry of Minority, GOI, to facilitate release of the second installment.
Earlier, the executing agencies placed their physical and financial achievements for review and discussion. Among others, Executive Engineer (PWD) of Bomdila and Kalaktang, PD DRDA, DMO, DDSE, BDOs and CDPOs of the district attended the review meeting of the MSDP projects which is being sponsored by the Ministry of Minority, GOI. Tailoring training
ITANAGAR, Dec 29: A basic training programme on tailoring for rural women and school dropouts began here today organized by M/s Diri Traditional Dress Centre cum Tailoring Training Centre.
The NABARD sponsored training was inaugurated by Apex Bank branch manager M Ete. The inaugural function was also attended by SBI chief manager SS Deb and K Vaiphei.
Fund for stadium at B’dewa demanded
ITANAGAR, Dec 29: Banderdewa Karsingsa Youth Welfare Association (BKYWA) organized a mass social service to prepare a playground for football and cricket at Dobum village, Banderdewa yesterday. The students of Banderdewa Govt Sec. School, Karsingsa Middle School, members of Banderdewa Youth Sport Club and Banderdewa Karsingsa Kipa Youth Welfare Association actively participated in the social service.
Lamenting the lack of playgrounds, particularly for football and volleyball, the BKYWA urged the local MLA Nabam Rebia and Parliamentary Secretary Sports and Youth Affairs Wangki Lowang to allocate SPA fund for construction of stadium at Banderdewa.
Karate players need regular training

ASKA president Dr. Marli Ete hoped that state karate players would win more glory for the state under the able guidance of coach Deben Sharma and Charu Tatung. He also consoled Likha Rajen of APP and Yesenso Kri who could not qualify. Rajen won a bronze in previous edition of the national games held in Jharkhand.

ITANAGAR, Dec 29: Dadi Hamgio Charitable Society conducted Gram Sabha Awareness Campaign on Backward Region Grant Fund (BRGF) at Page Nalo on December 26 under Siyum Anchal Block covering three gram panchayat segments of Takoing Poring, Dilling Yorbe, Page Nalo in Upper Subansiri.
Various gram panchayat members and Anchal Samity members’ anganwadi workers and village elders attended the campaign, according to release said.

Union resents absence of officer
ITANAGAR, Dec 29: Lower Subansiri District Nyishi Students Union claimed that Executive Engineer PWD Yazali division is absent from his office since June . The absence of EE is hampering the development activities in the area, union stated.
Further, the union have given 15 days ultimatum to the officer to resume his duties failing which it has threatened to go for democratic movement. The students union urged the district administration and local MLA to take necessary action against absentee officers as per govt of Arunachal service rule.

New bus sought
ITANAGAR, Dec 29: Claiming APST bus plying from Seijosa, an ADC headquarter of East Kameng district to Tezpur in Assam is discontinued since October last, All Arunachal Pradesh Border Affected Youth Organization today sought new APST bus for Seijosa. The organization said that the old bus is under maintenance which has left the people suffering.
The organization also demanded the government to allocate fund for the maintenance of road from Bhalukpong to Seijosa.

Forest dept’s move opposed
ITANAGAR: Bobia Panchayat Youth Welfare Association (BPYWA) has opposed the tree plantation initiative under Village Reserve Forest scheme in an extended area of over 100 hectare land at Pamey Valley by Forest Department.
Alleging involvement of some people with vested interests in the initiative, association said that the villagers had donated 1200 hectare community land to forest department in 2005 for the purpose as a goodwill gesture but nothing is being achieved.
Further, there is no need of plantation within Bobia panchayat under Leporiang circle since the forest cover within Bobia, Rupong, Hinso village are being well conserved after people are made aware of the need to preserve forest resources.

ITANAGAR, Dec 29: In the development meeting of Upper Yachuli held at Tajgi pith Parliamentary Secretary, Agriculture Likha Saaya appealed to the people of the Upper Yachuli for maintaining smooth atmosphere for speedy and successful implementation of developmental activities.
He also announced many developmental activities which include link road to various villages, upgradation of school with security fencing and introduction of health sub centre at some villages.

Meanwhile, at the same programme, Saaya today launched the centrally sponsored scheme “Saakshar Bharat Mission” in presence of the deputy director of school education Tarh Tuglo and other HoD’s of the district.
On the occasion, he distributed teaching and learning materials as well as office equipments to the four panchayat segments of Tazgi Goan panchayat (GP), Loth GP, Tadarko GP and Linya GP. The materials were supplied to the Zilla Lok shiksha Samiti of the district by the state literacy mission authority, Itanagar.
The Shakshar Bharat is a flagship programme for eradicating adult literacy and to give special emphasis to gender equity, justice and empowerment through promotion of literacy amongst women. It is one of the various centrally sponsored scheme directly monitored by the Prime minister’s office in New Delhi.

AMYAA forms SHG in Lower Dibang Valley
ITANAGAR, Dec 29: The Alombro Mayu Yaku Chi Amey Aroga (AMYAA) NGO, with the support
of NABARD regional office, Itanagar which has a target of forming 24 SHGs during
2011-
Mira Pulu, President of AMYAA facilitated the awareness cum formation programme of the first SHG promoted by AMYAA in the District of Lower Dibang Valley.
In the days to come more SHGs are expected to be formed in various Idu and Adi Villages of the District.
The Organization will be following similar strategies and approaches in reaching out to the grassroots community members while giving due priority to beneficiaries’ participation right from the process of planning to the implementation of programmes.

ITANAGAR, Dec 29: With tourism promising to be the best road to self sufficiency for Arunachal Pradesh, infrastructure development and service provision has become the most strongly felt necessity. With a vision to deliver both, the Government of Arunachal Pradesh, having acquired approval from the Ministry of Tourism for setting up of an Institute of Hotel Management at Banderdewa, is all set to streamline functioning of the institute at the earliest.
A preliminary meeting was held by the Principal Secretary Tourism G.N. Sinha with Ranjit Chaudhury (MIH) ,Secretary of Board of Governors of Institute of Hotel Management Catering Technology & Applied Nutrition, Kolkata and Principal of the IHM CT&AN Kolkata, a premier institute on Hotel Management, churning out professionals every year in the field, since its inception in 1963.
The Principal of the institute Ranjit Chaudhury, who will provide expert guidance to the running of the institute as a mentor met the team from the Govt of Arunachal Pradesh led by Principal Secretary Tourism, GN Sinha who was accompanied with Mamata Riba Additional Resident Commissioner, Arunachal Bhavan Kolkata at the IHM premises at Taratala on December 27. An extensive tour of the institute was made by the officers to acquire first hand knowledge of the curricula and infrastructure for better planning. The team was made familiar with the gamut of training facilities for hospitality and hotel operations like food production, Patisserie, Food & Beverage service, accommodation operation and front office operation.
Immediate starting of training facility for 120 boys and girls on a degree on Hotel Management, Catering Technology& Applied Nutrition against the upcoming training facility at Banderdewa was envisaged in order to meet up the needs of emerging tourism and hospitality sector in the state.
At the same time it was shared that skills on computerization was as much a part of the training, in view of the rising dependence on the electronic media in the present day, both for daily functioning, as well as hotel transactions.
While extending skilled guidance on legwork required for setting up of the institute, the Principal IHM Kolkata on the request of the Principal Secretary Tourism and Additional Resident Commissioner Arunachal Bhavan Kolkata, agreed to provide one day training for staff of the Arunachal Bhavan Kolkata and also to provide an in service short term training to the food & catering, housekeeping and front office staff of the Arunachal Bhavan in batches.
Tuki slams bandh, says will not tolerate it
ITANAGAR, Dec 29: Chief Minister Nabam Tuki has taken strong exception to the frequent bandh calls in the state capital, particularly on the Times of India issue, which, he said, is being earnestly pursued by the Government in close coordination with Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU).
“Calling bandhs on an issue, which is already being taken up by the Government in consultation with concerned parties, the perpetrators are taking the people of the state and the Government for ransom. We are hurt and we will not tolerate it,” Tuki emphasized on a stronger note.

used by certain senior political leaders, who are bent on sabotaging the process

On the bandh call being sponsored by certain organizations on the issue, the Chief Minister expressed surprise that when the Government is in constant touch with NES and ANSU, which have been mandated by the community to bring forth a solution and deliver justice to the aggrieved party, third parties were interfering and jeopardizing the whole process.
He observed that if any individual or organization has any grievance on this particular issue they need to approach NES or ANSU, with whom the Government is dealing. Both the organizations can then raise the matter with the Government and sort it amicably.
A day earlier, the Chief Minister reviewed the law and order situation in the wake of the December 30 capital bandh with top police and administrative officials including the DC and SP of the state capital. He directed the administration and the police to strictly deal with all involved in enforcing the ‘illegal’ bandh.

APCC, Seva Dal term bandh unjustified
ITANAGAR, Dec 29: Describing tomorrow’s capital bandh called by Nyishi Youth Welfare Association as illogical and unjustified, Arunachal Pradesh Congress Committee (APCC) urged the state government as well as district administration to strictly deal with the bandh callers.

APCC also condemned the unfriendly behavior of some organizations and individuals
in the recent past and called upon everyone to give media a free hand to reflect
true pictures of the day-
The APCSD also appealed to the Chief Secretary, to give specific directions to the district administration for immediate arrest of the perpetrators of such bandh calls in greater interest of the State.
The Seva Dal said that the bandh call is politically motivated.
The State Govt. is initiating with NES, ANSU regarding the TOI issue and we are sure that the problem will be solved soon, it said.
The people oriented political parties, civil society organizations and business community should come forward to oppose such illegal bandhs called by unauthorized organizations so that peace and harmony is maintained, said its vice chairman Kipa Kaha.
If the issue is genuine, organizations raising it will always receive appreciation as well as cooperation and support. But when it comes to meaningless issues like the one in hand, the concerned organization will be castigated and criticized by the people, he added.
SSA mission without teachers’ salary sure to fail

The teachers are often considered as nation builder. According to John Adam, "teacher is the maker of man”. But in our state, teachers, especially of SSA are being treated as second class citizen.
It is a matter of grave regret that despite much hue and cry by the aggrieved teachers the authority has not released the announced enhanced salaries of teachers working under SSA till today. We were hoping that our salaries would be released before Christmas and New Year. But alas! The authority did not respond and listen to our demand. Our prayers fell into deaf ear.
The Education Minister might be aware of the fact that "teaching profession is not everybody's cup of tea". They have to perform with utmost sincerity and dedication. SSA teachers, who have been rendering service in far flung and remote areas in most difficult conditions, have never been recognized for their services. Instead, more often than not they are accused of dereliction of duty. But, do they ever think of the plight of those SSA teachers, who are burdened with debt to make both ends meet? Do they ever think of thousands of souls, who are solely dependent upon the monthly salary of teachers? Teachers are also human being and they also deserve equal treatment from the authority.
Unlike other departments, the education department has biased policy which needs
reform. Our suggestion to Education Department is that unless and until the teachers
are assured of their salaries in the end of every month, the very objective SSA -
We, therefore, sincerely appeal to the Education Department to do the needful to release our salary at the earliest.

Our priorities are different
Dear Editor,
For goodness sake, Not again. It was very embarrassing to read Kajal Chatterjee’s "Colony of a certain linguistic group". I was very ashamed after I read one esteemed reader of this daily being irritated by some irresponsible readers like us bickering on this precious portal.
Chatterjee should understand that we are an evolving state still at an embryonic stage and our priorities are different. We have more important list of burning issues at hand to be addressed on high priority than which language to speak viz. unemployment, clash of interests, issues faced by many sections of people from government and public sectors, the vexed international border issue, dams etc; The last fortnight was replete with such burning issues we had to sort out on high priority like the discrepancies in evaluation of APPSCE papers.
When I read those letters; I cursed myself for the childish letters I wrote to this paper.
In this part of the country, we don’t have the privilege of so many major papers circulating like in other parts of the country and the limited columns of this paper are very precious to us and it is imperative that we use the space of this daily very judiciously. Moreover; blogspots; social networking sites and discussion forums are always there for such trivial matter and there is no need to waste the precious columns of this important daily for some stupid hate inspired petty opinions.
I earnestly request the editor of this esteemed daily to stop entertaining letters on trivial and unimportant matters me included; and Chatterjee, would you please spare us the liberty to choose the language to use and to shape our own destiny. Please don’t insult the intelligence of our Aurnachalee brethren by dictating your narrow opinions on us.

Artificial scarcity to misguide public

Central government establishments like National Hydro Power Corporation (NHPC), NEEPCO are playing tricks to misguide the public and change public opinion in favour of destructive dams. The bosses of these govt agencies have struck a cunning trick where they are creating ‘Artificial Scarcity’ of electricity since the last few weeks. This is to fool the public into believing that there is no power supply when actually there is adequate power for public need. Maybe, they want to feed the corporate greed first.

What happened to the scholarship?
Dear Editor,
On behalf of the National Means-
We had to travel to the examination centre which is very far away after spending a lot of money.
But it seems that students have wasted their money since there is no response from the education offices. The students who appeared last year for the exam too didn’t receive any scholarship yet.
Did the school education department played a trick on us? Was the examination fake? If the Directorate of the school education doesn’t want to give scholarship, then why do they conduct such examinations every year just to break the faith and confidence of the students?
We request the Directorate of the school education to look into this concern of ours so that brothers and sisters of Arunachal Pradesh do not go through such situations that we are going through.
Hope school education department would check on this matter.

One noisy bridge
Dear Editor
I would like to bring to the notice of the concern authority that the Konko Nallah steel bridge at Chimpu village inaugurated by then PWD Minister Lechi Legi on 29th June 2004 is the noisiest bridge. The noise generated from this malfunctioning steel bridge is 10 times greater than the normal which have harmful effects on the people.
It can be heard from 2km radius. Damage caused by noise range from bursting of eardrum, permanent hearing loss, in a recent survey 80% of Traffic Police in Pune were found to be deaf, cardiac and cardiovascular changes, stress, fatigue, lack of concentration, deterioration in motor and psychomotor functions, nausea , insomnia, and loss of appetite. Pregnant women exposed to high noise levels may be at risk.
Harmful effects are there even if you don’t feel you are being disturbed. Psychological disturbances and emotional distress also occur including violent conduct by persons continuously exposed to unbearable noise.
So it’s a kind request to the concern authority to take immediate necessary action and look into the matter for convenience of local residents.

Cleaner fuel
India is collaborating with the Sweden to use biogas for its fleet of public buses in the Indian capital. This will make Delhi the first city in the country to use two clean fuels, Compressed Natural Gas (CNG) and biogas for its public transport.
The Union Ministry of New and Renewable Energy plans to set up a biogas plant inside Kesopur Sewage Treatment Plant (STP) complex in Delhi. The plant will receive raw gas emitted by the STP and upgrade it so that it can be used to propel vehicles.
The project, once completed, will earn the Delhi the distinction of having the country’s first public transport fleet that runs on two types of clean fuel: biogas and CNG. Around 450,000 vehicles which includes some 16,000 buses in Delhi run on CNG.
The genesis of the STP-
Sweden is a pioneer in biogas technology for heating, power generation and fuelling vehicles as more than 40% of the biogas generated in the country is used to run vehicles.
The aim of STP-
The Union Ministry of New and Renewable Energy is yet to work out the pricing mechanism. Though biogas has long been used in the country, it is largely confined to rural areas. It has never been priced as people produce biogas in their backyard and use it for cooking or electrification.
It is a good start for India which has not been able to translate the biogas technology, mostly practiced in rural areas to meet its growing energy demands.
