Tuki slams bandh, says will not tolerate it

ITANAGAR, Dec 29: Chief Minister Nabam Tuki has taken strong exception to the frequent bandh calls in the state capital, particularly on the Times of India issue, which, he said, is being earnestly pursued by the Government in close coordination with Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU).

“Calling bandhs on an issue, which is already being taken up by the Government in consultation with concerned parties, the perpetrators are taking the people of the state and the Government for ransom. We are hurt and we will not tolerate it,” Tuki emphasized on a stronger note.

The Chief Minister expressed doubt that the bandh sponsors are being instigated and used by certain senior political leaders, who are bent on sabotaging the process for a solution to the issue and malign the image of the Government. “This will not be allowed to happen. Organizations or individuals involved in such anti-people activities hampering governance will be dealt with iron hands as per the law,” Tuki cautioned.

He also hinted that few ‘unauthorized’ organizations resorting to disturb peace and harmony in the state are having links with under-ground groups of neighboring states. The Chief Minister made it clear that such organizations and individuals running them would be exposed and taken to task as and when the time is ripe.

“We all know bandh enforcers are violating the rights of the common man and it is up to the common man to rise against such anti-social elements. I appeal all citizens to defy such unnecessary bandhs and come out in the open and go ahead with their respective business as usual. Its time we show ‘them’ the might of law-abiding citizens,” the Chief Minister made a fervent appeal. In a meeting early this morning with NES President Bengia Tolum and General Secretary Vijay Sonam here, Tuki reiterated that the Government is honestly and sincerely working out a solution to the ToI issue that stemmed from an ‘inflammatory’ report authored by one Pradeep Thakur. As the matter is complex, coupled with judicial implications, he said, the Government is trying all angles to bring justice to the aggrieved community.

“We are honest and sincere. The delay is not our making. It is for the good of all, including the Government, that a solution is brought at the earliest,” Tuki asserted.

On the bandh call being sponsored by certain organizations on the issue, the Chief Minister expressed surprise that when the Government is in constant touch with NES and ANSU, which have been mandated by the community to bring forth a solution and deliver justice to the aggrieved party, third parties were interfering and jeopardizing the whole process.

He observed that if any individual or organization has any grievance on this particular issue they need to approach NES or ANSU, with whom the Government is dealing. Both the organizations can then raise the matter with the Government and sort it amicably.

A day earlier, the Chief Minister reviewed the law and order situation in the wake of the December 30 capital bandh with top police and administrative officials including the DC and SP of the state capital. He directed the administration and the police to strictly deal with all involved in enforcing the ‘illegal’ bandh.

APCC, Seva Dal term bandh unjustified

ITANAGAR, Dec 29: Describing tomorrow’s capital bandh called by Nyishi Youth Welfare Association as illogical and unjustified, Arunachal Pradesh Congress Committee (APCC) urged the state government as well as district administration to strictly deal with the bandh callers.

Since the parley on  TOI issue is under active development between NES-ANSU and the State Government, any bandh call on the issue is unjustified, APCC said in a release and asked the party workers to defy the bandh call and coordinate with the district administration in ensuring free movement and day-to-day affairs of every citizen of the twin capital city.

APCC also condemned the unfriendly behavior of some organizations and individuals in the recent past and called upon everyone to give media a free hand to reflect true pictures of the day-to-day affairs of the society and government.  The Arunachal Pradesh Congress Seva Dal (APCSD) has also opposed the bandh called by unauthorized organizations. The series of capital complex bandh calls will badly affect the normal life of civil society and especially business community, it said while appealing various organizations including the Govt. Employees’ Associations of the State to come forward to rectify the issues raised by unauthorized and vested state Organizations.

The APCSD also appealed to the Chief Secretary, to give specific directions to the district administration for immediate arrest of the perpetrators of such bandh calls in greater interest of the State.

The Seva Dal said that the bandh call is politically motivated.

The State Govt. is initiating with NES, ANSU regarding the TOI issue and we are sure that the problem will be solved soon, it said.

The people oriented political parties, civil society organizations and business community should come forward to oppose such illegal bandhs called by unauthorized organizations so that peace and harmony is maintained, said its vice chairman Kipa Kaha.

If the issue is genuine, organizations raising it will always receive appreciation as well as cooperation and support. But when it comes to meaningless issues like the one in hand, the concerned organization will be castigated and criticized by the people, he added.

SSA mission without teachers’ salary sure to fail

Dear Editor,

The teachers are often considered as nation builder. According to John Adam, "teacher is the maker of man”. But in our state, teachers, especially of SSA are being treated as second class citizen.

It is a matter of grave regret that despite much hue and cry by the aggrieved teachers the authority has not released the announced enhanced salaries of teachers working under SSA till today. We were hoping that our salaries would be released before Christmas and New Year. But alas! The authority did not respond and listen to our demand. Our prayers fell into deaf ear.

The Education Minister might be aware of the fact that "teaching profession is not everybody's cup of tea". They have to perform with utmost sincerity and dedication. SSA teachers, who have been rendering service in far flung and remote areas in most difficult conditions, have never been recognized for their services. Instead, more often than not they are accused of dereliction of duty. But, do they ever think of the plight of those SSA teachers, who are burdened with debt to make both ends meet? Do they ever think of thousands of souls, who are solely dependent upon the monthly salary of teachers? Teachers are also human being and they also deserve equal treatment from the authority.

Unlike other departments, the education department has biased policy which needs reform. Our suggestion to Education Department is that unless and until the teachers are assured of their salaries in the end of every month, the very objective SSA --universalization of elementary eduction-- and much talked quality education are impossible. Because, nobody can work with empty stomach.

We, therefore, sincerely appeal to the Education Department to do the needful to release our salary at the earliest.

Learn from NES, ANSU and ANYO

Dear Editor,

This is apropos the news item “Defy the Bandh: NES-ANSU” published on Dec 28.

While I agree with the majority of the people of Arunachal Pradesh equivocally in opposing the Bandh culture in our state especially capital complex, it is very ridiculous that NES ANSU and ANYO are terming the capital bandh by NYWA as anti Nyishi, anti-social and anti-state miscreants and disturbing the smooth functioning of the Government affairs.

Was it legal when they did the same thing repeatedly for many months? And public those days were not suffering?

But at least for the future, by seeing this anti Bandh call of NES, ANSU and ANYO, it is hoped that there won't be any more bandhs, especially from these three organizations.

All the other organizations, associations and unions are also appealed to wake up like NES, ANSU and ANYO and realize that bandhs are anti people and anti-development.

Yours,

Dr. Mope Loyi

Is RR different for Lower Subansiri?

Dear Editor,

It is seen  in the advertisement for the posts of LDC and Peon by the Deputy Commissioner, Ziro vide advertisement No.E-8100/99 dated Ziro,the25th August,2011, reportedly in pursuance to the Govt notification vide No AR.122/2007/652 dated 13th August 2008 and No.AR-61/2007 dated 17th March.2008 and No.AR.-49/2010/167 dated 7th Sept.2010 and No.AR.85/2009 dated 4th May,2010 and No.AR-157/2010/314 dated 27th Jan.2011 and No.AR-47/10 dated 2nd June,2011, published in the local News paper in Ziro where the educational qualification for the post of LDC is Class XII passed with basic Computer knowledge.  And for the posts of Peon, the educational qualification required is Class X passed and further they have to go through written examination  in General English and Elementary Mathematics respectively  thereby depriving the long serving APST contingent/casual staffs who do not have the required educational qualification.

But very interestingly, it is seen that advertisement for the posts of LDC   by the Secretary, Deptt. of Legal Metrology & CA. Govt. of Arunachal Pradesh Itanagar vide No.LM/(Estt)-19/2010(I) dated Itanagar the 1st September, 2011 and advertisement by Secretary (GA) Govt.of A.P. vide No.SSC-15/2011 dated Itanagar, the 30th Nov.2011 and advertisement by Superintending Engineer (E) A.P. Though I am not a candidate, however I want to know which one of these advertisements is correct? If the Govt. of Arunachal Pradesh had changed the recruitment rules, then why it is not followed simultaneously by all departments? Why privilege is given in some departments? Is the recruitment rule for the posts of LDC and Peon for the district Lower Subansiri differently framed?

Therefore, may I ask the Govt.of Arunachal Pradesh please tell us which one correct and authentic?

Yours,

A confused Citizen

Our priorities are different

Dear Editor,

For goodness sake, Not again.  It was very embarrassing to read Kajal Chatterjee’s "Colony of a certain linguistic group". I was very ashamed after I read one esteemed reader of this daily being irritated by some irresponsible readers like us bickering on this precious portal.

Chatterjee should understand that we are an evolving state still at an embryonic stage and our priorities are different. We have more important list of burning issues at hand to be addressed on high priority than which language to speak viz. unemployment, clash of interests, issues faced by many sections of people from government and public sectors, the vexed international border issue, dams etc; The last fortnight was replete with such burning issues we had to sort out on high priority like the discrepancies in evaluation of APPSCE papers.

When I read those letters; I cursed myself for the childish letters I wrote to this paper.

In this part of the country, we don’t have the privilege of so many major papers circulating like in other parts of the country and the limited columns of this paper are very precious to us and it is imperative that we use the space of this daily very judiciously. Moreover; blogspots; social networking sites and discussion forums are always there for such trivial matter and there is no need to waste the precious columns of this important daily for some stupid hate inspired petty opinions.

I earnestly request the editor of this esteemed daily to stop entertaining letters on trivial and unimportant matters me included; and Chatterjee, would you please spare us the liberty to choose the language to use and to shape our own destiny. Please don’t insult the intelligence of our Aurnachalee brethren by dictating your narrow opinions on us.

Artificial scarcity to misguide public

Dear Editor,

Central government establishments like National Hydro Power Corporation (NHPC), NEEPCO are playing tricks to misguide the public and change public opinion in favour of destructive dams. The bosses of these govt agencies have struck a cunning trick where they are creating ‘Artificial Scarcity’ of electricity since the last few weeks. This is to fool the public into believing that there is no power supply when actually there is adequate power for public need. Maybe, they want to feed the corporate greed first.

If the central ministers in Delhi are really worried for North-East, why don’t we have a National Wind Power Corporation (NWPC) and National Solar Power Corporation (NSPC)??

What happened to the scholarship?

Dear Editor,

On behalf of the National Means-cum Merit Scholarship Examination qualified students of VKV Kharsang, Changlang District, we wants to draw the kind attention of the Directorate of School Education, regarding the scholarship that was meant for the students of class VIII to support them financially. We have been waiting for the last two years but we are yet to receive a penny.

We had to travel to the examination centre which is very far away after spending a lot of money.

But it seems that students have wasted their money since there is no response from the education offices. The students who appeared last year for the exam too didn’t receive any scholarship yet.

Did the school education department played a trick on us? Was the examination fake? If the Directorate of the school education doesn’t want to give scholarship, then why do they conduct such examinations every year just to break the faith and confidence of the students?

We request the Directorate of the school education to look into this concern of ours so that brothers and sisters of Arunachal Pradesh do not go through such situations that we are going through.

Hope school education department would check on this matter.

Yours

Ongdu Wakhet and Bomjar Riba,

One noisy bridge

Dear Editor

I would like to bring to the notice of the concern authority that the Konko Nallah steel bridge at Chimpu village inaugurated by then PWD Minister Lechi Legi on 29th June 2004 is the noisiest bridge. The noise generated from this malfunctioning steel bridge is 10 times greater than the normal which have harmful effects on the people.

It can be heard from 2km radius. Damage caused by noise range from bursting of eardrum, permanent hearing loss, in a recent survey 80% of Traffic Police in Pune were found to be deaf, cardiac and cardiovascular changes, stress, fatigue, lack of concentration, deterioration in motor and psychomotor functions, nausea , insomnia, and loss of appetite. Pregnant women exposed to high noise levels may be at risk.

Harmful effects are there even if you don’t feel you are being disturbed.  Psychological disturbances and emotional distress also occur including violent conduct by persons continuously exposed to unbearable noise.

So it’s a kind request to the concern authority to take immediate necessary action and look into the matter for convenience of local residents.

Yours,

Dr Sorang Taben

Cleaner fuel

India is collaborating with the Sweden to use biogas for its fleet of public buses in the Indian capital. This will make Delhi the first city in the country to use two clean fuels, Compressed Natural Gas (CNG) and biogas for its public transport.

The Union Ministry of New and Renewable Energy plans to set up a biogas plant inside Kesopur Sewage Treatment Plant (STP) complex in Delhi. The plant will receive raw gas emitted by the STP and upgrade it so that it can be used to propel vehicles.

The project, once completed, will earn the Delhi the distinction of having the country’s first public transport fleet that runs on two types of clean fuel: biogas and CNG. Around 450,000 vehicles which includes some 16,000 buses in Delhi run on CNG.

The genesis of the STP-biogas project lies in a bilateral agreement signed between Stockholm and Delhi in 2009 to share expertise and experiences to support sustainable energy systems in India, with special focus on biogas.

Sweden is a pioneer in biogas technology for heating, power generation and fuelling vehicles as more than 40% of the biogas generated in the country is used to run vehicles.

The aim of STP-biogas project is to create value from sludge.

The Union Ministry of New and Renewable Energy is yet to work out the pricing mechanism. Though biogas has long been used in the country, it is largely confined to rural areas. It has never been priced as people produce biogas in their backyard and use it for cooking or electrification.

It is a good start for India which has not been able to translate the biogas technology, mostly practiced in rural areas to meet its growing energy demands.
